The global community relies on governments to be the driving engines of impact in addressing pressing local and global challenges like education, health, climate change and displacement. In 2022, building on its decade-long pioneering work, Instiglio defined its new ‘100X’ ambition of orchestrating a global government effectiveness movement that aims to influence $1+ billion and impact 43 million lives in the next five years, while evolving governments around the world into high-performing institutions. To deliver on this scale ambition, we are excited to announce critical additions to our senior leadership team.

We are thrilled to welcome Gareth O’Hagan as a Partner in our Nairobi office. Gareth will lead our growth in Africa, supporting our rapidly growing portfolio in the region, leading our two offices in Nairobi and Rabat, and supporting the expansion of our government partnerships in the region. He will also provide executive leadership to our global operational growth. Gareth’s experience prepares him exceptionally well for his role. He was formerly the Africa Regional Director for Adam Smith International, overseeing operations across 10 countries and growing the team to over 1000 teammates. Over the last 25 years, he has focused heavily on advising on public sector reforms and effectiveness, in several sectors including extractive industries, agriculture, energy, water, welfare, security, investment, public financial management and governance. He has advised several international development institutions, including especially the DFID / FCDO, the World Bank, GIZ and EU, and has worked extensively across sub-Saharan Africa.

We are also thrilled to welcome Julio Fajardo as Associate Partner to our Bogota office, to provide leadership to our growing work in Latin America and to drive our global Government Transformation practice, to ensure that Instiglio’s support to government remains cutting-edge. Julio has spent the last decade driving innovation and performance-orientation in Colombia’s public procurement systems. He was the Secretary General of Colombia’s innovative national procurement agency, Colombia Compra Eficiente, and has partnered with open government leaders to support numerous national and local government agencies in reforming their procurement approach and systems to be more transparent, strategic, and to drive greater value-for-money. Julio has eighteen years of professional experience, where he has worked with strategy consulting firms, local non-profit organizations, national and subnational government entities, multilateral banks and international organizations in cross-sector public policy design and implementation.

Our second-stage growth also recognizes the need to professionalize Instiglio’s internal services and infrastructure. We are excited to welcome Justine Nzyoka as our new People Director and Marcel Chingate as our new Finance Director.

In her role, based in our Nairobi office, Justine partners with the global leadership and teams to recruit, develop, and empower the next generation of Instiglians. In her role, she develops and implements people strategies covering acquisition, development, culture, and engagement among others. She has over fifteen years of experience in HR and HR Consulting in the East Africa region. Previously, she worked as Head of People for a social change for youth organization in East Africa and at Deloitte in both internal and consulting departments as Senior Manager and Human Capital Consulting Manager respectively. Her areas of experience include talent management, organization design, reward, HR policy development, and performance management systems.

Marcel Camilo directs the global financial and administrative strategy, ensuring Instiglio is a sustainable, efficient, effective, and responsible organization globally, that delivers its impact in a sustainable and cost-effective manner. Before joining Instiglio, he worked as Regional Head of Finance for two groups of IT-based start-ups, and as a consultant at KPMG in Deal Advisory services where he focused on cross-border M&A transactions for clients of different industries. Besides, he founded a financial advisory boutique. He is a Certified Public Accountant and holds a Master of Science in Finance from Grenoble Ecole de Management.
