Instiglio worked with Interactuar; a development corporation focused on assisting micro entrepreneurship in Colombia, on increasing their performance. To do so, the Project focused on designing a Performance Management System for Interactuar’s flagship system. The aim was to monitor the organization’s social results better and attract funding from international donors and cooperations. Instiglio also aimed to build capacities within Interactuar to design and implement their own Performance Management Systems in other programs.

Almost 50% of Colombia’s employed population don’t have a formal job, and an essential portion of its economy relies on micro-enterprises. Interactuar works to provide technical and financial assistance to micro-entrepreneurs with the ultimate goal of improving their quality of life.

Instiglio worked with Interactuar to increase their performance and help them achieve their goals. To do so, the Project focused on designing a Performance Management System for Interactuar’s flagship system, the DALE program. The DALE program (better known as “Modelo Comercial Integral de Interactuar”) combines technical assistance in topics like accounting, marketing, and product development, with financial assistance (credits) to improve micro-entrepreneurs profits and permanence in their respective markets.

Taking this into account, Instiglio designed the Performance Management System to allow Interactuar to better monitor DALE’s key outputs, outcomes, and impact. In the end, the goal was to better monitor the organization’s social results and used them to attract funding from international donors and cooperations. Instiglio also aimed to build capacities within Interactuar to design and implement their own Performance Management Systems in other programs.

The project involved:

  1. Building a Theory of Change for the program
  2. Selecting and prioritizing key performance indicators
  3. Building data collection tools
  4. Developing dashboards to visualize information
  5. Drafting recommendation on how to analyze data and use it in decision-making processes
  6. Writing a Performance Management Handbook tailored to Interactuar’s needs

This Performance Management project lays the path towards a service provider ecosystem in Colombia that focuses on results and evidence-based decision-making.
